On Thursday, April 18, and Friday, April 19, 2013, the Fountain Valley Police Department and Los Amigos High School will present the “Every 15 Minutes” program to the junior and senior classes. This two-day program focuses on personal safety, drinking and driving and the potential consequences of poor decision-making. The program’s name was derived from statistics that show every 15 minutes someone in the United States dies from an alcohol-related traffic accident. The goal of the program is to reduce alcohol-related traffic collisions in our community. The program is presented prior to prom and graduation ceremonies which makes this a timely event.
On Thursday, April 18, at 10:00 a.m., a fatal alcohol-related traffic accident will be re-enacted. This will take place at the intersection of Foothill and Heil, just north of the Los Amigos High School campus. The Fountain Valley Police Department, Fire Department and CARE Ambulance will participate in the re-enactment. The injured parties will be transported to local hospitals. Additionally, a student will be pronounced dead at the scene. The person responsible for the accident will be arrested and booked at the Fountain Valley Police Department.
Prior to the traffic accident re-enactment, 20 students, known as the “living dead,” will be removed from class by a Grim Reaper at 15-minute intervals. The Grim Reaper will appear in classrooms around the campus, and a Fountain Valley police officer or a volunteer police chaplain will read the mock obituaries for the “living dead.” As this occurs on campus, police officers and police chaplains will deliver death notifications to the parents of the victims of the re-enacted traffic accident. Although the parents know that this is a staged event, emotional impact of the notification has proved to be overwhelming to those involved.
On April 19, 2013, at 9:00 a.m., a school assembly will take place. The entire junior and senior class will be involved. This year Jason Barber will speak at the assembly. Jason, who lost a family member in an alcohol related traffic collision, has first-hand experience on how drinking and driving can impact the lives of many. There will be a video presentation of the events surrounding the prior day’s traffic accident. This video is produced by students at Fountain Valley High School who have volunteered their time to assist Los Amigos High School.
The “living dead” will be reunited with their families after being isolated from them overnight, and several of them will speak at the assembly. This is proven to be another very emotionally charged part of the program.
Due to the street closures in the area of the event, it is recommended that Press arrive 15 minutes prior to the beginning of the program. Street closures will encompass Foothill and Heil just east of Newhope. Street closures are anticipated between 6:00 a.m. and 12:00 p.m.
Funding for this program was provided by a grant from the California Highway Patrol with assistance from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
